PROBLEM TO BE SOLVED: To provide a method for manufacturing a material for civil work and environment construction by which manufacturing cost becomes low, elution of heavy metals, in particular Cr<6+> , can be prevented and incineration ash can be recycled as a resource. SOLUTION: In the method for manufacturing the material for civil work and environment construction, one kind or >=2 kinds among bentonite, glass cullet, sludge and sludge incineration ash are added to the incineration ash, agitated and pelletized and then is calcined at a temperature of <=1100 deg.C in a reductive atmosphere.
