SOLUTION: In the method for setting the flow speed of the emulsion in the conduit in which the emulsion consisting of oil diluted with water flows in the conduit 20, and a part of the emulsion is ejected from a nozzle 3 provided in the conduit 20, the flow speed of the emulsion is adjusted so that the low laminator flow thicknessδis smaller than the oil particle diameter R.
