PROBLEM TO BE SOLVED: To mount a best protocol for a current system status by dynamically exchanging protocol corresponding to the dynamic change of system status. SOLUTION: A protocol definition 40 is prepared which has a transition rule list 20 in which input patterns to be received, processing to be executed and output patterns of processing results are made to correspond to each other and a status table 30 showing each of system statuses and one or more transition rule corresponding thereto. A status detecting part 50 detects the system status and the status table 30 checks the transition rule corresponding to the system status, picks it out of the transition rule list 20 and reads it in a mounting part 10. A protocol consists of the transition rules. When input data exists, the transition rule having the input pattern corresponding thereto is executed, and when the system status transits accompanying the processing, the transition rule is read corresponding to the system status after transition and a new protocol is mounted.
