PROBLEM TO BE SOLVED: To provide a water retaining function or the like by a tube device more positively, and to facilitate forming work of the tube device. SOLUTION: The tube device 1 is provided with a flexible tube 5 which can be placed on the ground 2 and having a holding space 4 capable of holding a weight 3 such as liquid and/or gravel in an interior. The tube 5 is provided with an outer tube 9 composing an outer shell of the tube 5, opened at each end part 10 in a longitudinal direction, and sealed at each opening 11 of the end parts 10 by folding back each end part 10, and an inner tube 12 held in an interior of the outer tube 9 and having the holding space 4.
