PROBLEM TO BE SOLVED: To provide a moisture-proof and rust-proof sheet in which the rust- proof performance equivalent to that of a conventional one is maintained, a surface thereof is free from any fibers of a part of a base material or rust-proof agent compositions, these materials are not dropped from the surface, and the surface is kept clean, and to provide a manufacturing method thereof. SOLUTION: A rust-proof agent layer is formed on one surface with the rust-proof agent carried on the base material or one of the surfaces of the base material, and a permeable synthetic resin thin film layer is provided, in which only the gas composition thereof having the oxygen permeability in accordance with JIS-K-7126A method (a differential pressure method) is >=1×10<-10> mol/m<2> .s.Pa is permitted to pass, and a barrier layer is provided on the other surface.
