PROBLEM TO BE SOLVED: To effectively use network resources and to reduce hand-over processing by realizing packet data transfer to a radio terminal device after movement in hand-over control by the most suitable route. SOLUTION: In the case of hand-over processing for a radio terminal device 30 between base stations 34 and 36, an instruction to hold data from the communication destination is given from an edge router 40, to which the radio terminal device 30 has been connected before movement, out of edge routers 40 and 42 provided for base stations 34 and 36 respectively to a repeating router 48 to which this edge router 40 and edge routers 42 of all base stations 36 as movement destination candidates are subordinately connected, and an instruction to transfer data held in the repeating router 48 to the radio terminal device 30 after movement after hand-over processing by the instruction is given, and held data is transferred to the radio terminal device.
