An absorption power measuring device which comprises an electromagnetic fiel d probe (1) fixed in a head-simulated phantom (2) simulating the shape and electromagnetic characteristics of the head of a human body, and which measures by the probe (1) the electric field intensity or magnetic field intensity of a radio wave applied to the phantom (2) from the outside to estimate the power of a radio wave absorbed into the head based on the measurements, wherein the head-simulated phantom (2) consists of a solid dielectric (10~) simulating the shape and electromagnetic characteristics of the head of a human body or a liquid dielectric (10) that is filled in an enclosed container (11) simulating the shape of the head of a human body and simulates the electromagnetic characteristics of the head of a human body, a nd the volume of the solid dielectric (10~) or the capacity of the enclosed container (11) is up to 5x105 mm3.
