PURPOSE: A waste heat utilization system of cooling and heating seats is provided to utilize spaces under cooling and heating seats for storing drinking cans, to prevent the drop of cooling and heating efficiency by the waste heat of thermo element from cooling and heating seats, and to handle the waste heat effectively. CONSTITUTION: A waste heat utilization system is composed of an upper open tray(30) installed under a thermo element device(20) in the lower side of cooling and heating seats. Spaces around the thermo element device and the tray(30) are closed up. Cold and warm air from the seats are divided into both sides by placing an opening and shutting device between the tray and the thermo element device. The opening and shutting device include an air gateway(40), a circular plate(50) intercepting between the thermo element device and the tray, and an actuator(60) working by operating a switch of the seats and rotating the circular plate(50).
