PROBLEM TO BE SOLVED: To provide a system for controlling traffic congestion. SOLUTION: A traffic controller 4 makes a decision whether the traffic of a network is congested or not based on prestored conditions for deciding congestion. A congestion notice is transmitted if the traffic is congested and congestion release notice is transmitted when congestion is released. Upon receiving the congestion notice, a congestion control entity 5 generates and transmits a firing inhibition event including prestored congestion control conditions and generates and transmits a firing inhibition release event upon receiving the congestion release notice. Upon receiving the firing inhibition event, an SI-SW 6 controls transfer of the event to an information unit based on the congestion control conditions included in the firing inhibition event. Upon receiving the firing inhibition release event, the SI-SW 6 releases control of event transfer.
