PROBLEM TO BE SOLVED: To surely detect fire of a racing stable at an early stage, to promptly start fire fighting and to immediately evacuate race horses. SOLUTION: A flame sensor 3 using an artificial retina LSI is provided to each horse chamber 2 of the racing stable 1. When the flame sensor 3 detects flame, an alarm and video are transmitted to a fire prevention center 8 via a racing stable controller 5 and racing stable ratio equipment 6. In the fire prevention center 8, the video from the flame sensor 3 is displayed on a fire prevention system table 10. When a security guard confirms the fire by observing the video, the race horses are evacuated by opening doors of the horse chambers by remote control and the fire is extinguished by starting a sprinkler 11. The flame at an early stage of the fire is detected by the artificial retina LSI and a false alarm is surely excluded since the fire is confirmed by an image.
