The installation according to claim 1, characterized in that IGBT is used as a control semiconductor. 3. The installation according to Claim 1 or 2, characterized in that at least two control semiconductors (13+, 14+, 13- and 14-) each connected to at least one resistor (11+, 12+, 11- and 12-) are linked to an intermediate point (L3) of the said DC network, the resistors being linked in pairs to the two poles of the network (L1 and L2). 4. The installation according to Claim 1 or 2, characterized in that the said resistors (11+, 12+, 11- and 12-) are connected in series to semiconductors (13+, 14+, 13- and 14-) controlling the current in the forward direction, that is to say from the positive pole (L1) to the negative pole (L2). 5. Method for supplying power to a propulsion motor forming a load (M) starting from a DC network constituting the source and using the installation according to any one of the preceding Claims, characterized in that the control semiconductors (13+, 14+, 13- and 14-) of the said resistors (11+, 12+, 11- and 12-) are controlled in an alternated manner on braking and simultaneously on clipping. 7. The method for supplying power according to Claim 6, characterized in that the control semiconductors (13+, 14+, 13- and 14-) of the said resistors (11+, 12+, 11- and 12-) are controlled in an alternate operating mode by interleaving.
