PROBLEM TO BE SOLVED: To obtain a coldproof and waterproof cover solving problems that a coldproof and waterproof cover is needed in operation outdoors, in taking a train, in mountain climbing, hiking, etc., especially an aged person and an infant require a simple coldproof and waterproof cover, a temperature drop is severe in riding a motorcycle, however, light clothing is needed after getting off a motorcycle and a coldproof and waterproof cover for lower part of one's body which is conveniently carried, easily put on and taken off and has excellent activity is required. SOLUTION: Two coldproof and waterproof covers each having constitution that a lining fabric is fixed to a waterproof cloth, in order to wrap the cloth around the waist, a hip part is made thick, the cloth is curved and thinned toward an ankle part, Hook-and-Loop fasteners are fixed to both sides of the back of the cloth from the crotch to the ankle and strings are attached to both the sides of the top of the cloth are made symmetrically to form a pair.
