PROBLEM TO BE SOLVED: To extremely easily roll orthogonal gears, such as bevel gears and hypoid gears. SOLUTION: The manufacturing method for manufacturing the orthogonal axis gears by rolling comprises using flat dies 110 and 112 of a rack type as dies for rolling, approximating rack tooth profiles 110A and 112A of the flat dies 110 and 112 by the tooth profile of a virtual gear 120 assumed by setting the pitch circle radius of the mating side orthogonal axis gear planned to be meshed with the orthogonal axis gear to infinity and rolling a blank 102 by moving the flat dies 110 and 112 in a longitudinal direction while pressing the flat dies 110 and 112 to the blank 102 for the orthogonal axis gear in a direction approximately parallel to the axis of rotation of the virtual gear 120.
