PROBLEM TO BE SOLVED: To provide a gel electrolyte forming composition, which exhibits high electrolytic solution retention, moreover exhibits high ion conductivity and can be gelled, after being poured as a liquid into a gap formed by placing electrodes at specific intervals, to provide a gel electrolyte which is formed by bridging the composition, and to provide its method of manufacture. SOLUTION: The gel electrolyte forming composition contains monovinyl monomer and polyvinyl monomer as polymeric components. In this case, the monovinyl monomer contains polyalkylene glycol mono (metha) acrylate as the main component and the polyvinyl monomer contains polyalkylene glycol di(metha) acrylate as the main component.
