PROBLEM TO BE SOLVED: To provide a fuel cell improved in startability or restartability by reducing a rising time or a thawing time, and to provide a fuel cell power generating system and a heating method for the fuel cell. SOLUTION: In this fuel cell, a plurality of single cells are connected two- dimensionally in a direction nearly perpendicular to a stacking direction and an extension direction for the integration, a solid electrolyte layer includes a dielectric, and AC voltage can be applied to an air electrode layer or a fuel electrode layer. The fuel cell power generating system uses the fuel cell and has a temperature detection means detecting temperature of a power generating portion. In the power generating system, an AC application means applying the AC voltage according to the detection temperature is connected to the fuel electrode layer or the air electrode layer. In the heating method for the fuel cell, the AC application means applies the AC voltage to the fuel electrode layer or the air electrode layer, and allows the heat generation of the dielectric included in the solid electrolyte layer to heat the power generating portion. |
