PROBLEM TO BE SOLVED: To charge a secondary battery in a state wherein a regulator efficiency is high. SOLUTION: A charging control unit 3, which charges a low-voltage battery 7 with a DC voltage from a DC-DC converter 2, which converts a high voltage from a high-voltage battery 1 into a low voltage, has a switching regulator, a series regulator, a voltage/current detection unit which detects the voltage of the low-voltage battery 7, and a controller which controls the output voltage value to charge the low-voltage battery 7 with a constant current supplied by the switching regulator and the series regulator according to the detected voltage value; and if the detected voltage value is not higher than the prescribed value, it controls to charge the low-voltage battery 7 by the switching regulator, and if the detected voltage is not lower than the prescribed value, controls to charge the low-voltage battery 7 by the series regulator.
