<p>PROBLEM TO BE SOLVED: To prevent the deterioration of the throughput of a flow control device, such as a device employing the TCP(transmission control protocol) by suppressing abort of burst packets. SOLUTION: When an amount of water in a supervisory band bucket exceeds a threshold, a band supervisory function of a packet relay device discriminates the occurrence of supervisory band violation with a probability changing with increase of water, and when the amount exceeds a threshold different from the threshold, the function discriminates the occurrence of supervisory band violation in all packets. In order to realize this mechanism, the supervisory device has the threshold for starting stochastic violation discrimination, a gradient to decide the probability and a supervisory counter.</p> |
