PROBLEM TO BE SOLVED: To automatically switch on (or canceling function restraint) and off (function restraint) the power of a portable telephone when its user goes out and in at a portable telephone-disabling area. SOLUTION: The system has radio communication modules 11, 12 installed at entrances of a portable telephone-disabling area for transmitting a signal for indicating this area, and a portable telephone 1 for communicating with the radio communication module. The portable telephone 1 has a means for receiving the indication signal transmitted from the radio communication module; and a means for controlling the portable telephone so as to judge whether the user of the portable telephone has gone in or our from the telephone- disabling area, based on the indication signal received by the receiving means, to switch off the power or restrain the function upon entrance to the disabling area, and to restore the portable telephone to its original state upon exit from the disabling area.
