PROBLEM TO BE SOLVED: To provide a rolling device and its manufacturing method having highly anti-corrosiveness and durability even in a corrosive environment. SOLUTION: A chrome oxy-carbide film 4 having a film thickness as thick as 1-10μm is covered on the outer ring 1 and the inner ring 2 made of stainless steel containing 10-20 wt.% of chrome and the rolling body 3 is formed of ceramics.
