PROBLEM TO BE SOLVED: To start a plurality of small type water turbines in a stable state by the same output. SOLUTION: Water from the high land side water source is caused to flow in an intermediate line 3 on the low land side through an upper line 1, through which water on the high land side flows down to the low land side, through an inlet valve 2. By energy of water flowing to a lower line 4 through the intermediate line 3, a plurality of water turbines 5-7 installed in a straight line in the intermediate conduit are respectively driven for power generation. In so formed conduit type power generating system, the system is provided with a side passage valve 11, opened during starting of the water turbine, the intermediate line is filled with water through the upper line through bypass through the inlet valve 2 and closed during starting of the water turbine, an exhaust valve 12 communicated with the intermediate line communicated with the intermediate line and opened when the line is filled with water through a side valve, bleeding air in the line and closed when filling with water is completed; and a discharge valve 13, the inlet valve 2 being opened on a condition that air in the line is pulled by the exhaust valve 12 and the inlet valve 2 is opened on a condition that filling with water is completed, and opened thereafter.
