PROBLEM TO BE SOLVED: To provide an information communication management device by which a prescribed business place can easily manage an operating state of an information communication device of each user employing the information communication device. SOLUTION: The information communication management device 20 for managing an operating state of an information communication device 10 in a prescribed business place, is provided with; user cards 30, 30a that are required when users 29, 29a use the information communication devices, are mobile recording media distributed to the users, and record user identification information to identify the users; data transfer devices 15, 16 that is connected to the information communication devices started to use by the user cards and output user communication information with respect to the operating state of the information communication devices and the user identification information; and a central management device 23 that collects the user identification information and the user communication information outputted from the data transfer devices to manage the operating state of the information communication devices.
