PURPOSE: An vehicle wheel cover is provided to enable design plates embedded in the wheel cover to maintain a regular direction regardless of speed or vibration of a vehicle. CONSTITUTION: A wheel cover includes revolving cases(8,10) which are a round-shaped plate inside of which a floating chamber(2) filled with liquid is formed and are equipped in wheels by bearings, and revolving cases(8,10) equipped in the wheel by bearings(4) and disk-shaped design plates(12,14) contrived to maintain a regular direction inside a floating chamber. The design plates are inserted in the floating chamber of the revolving cases with a weight(16) located at the bottom. Various picture images or designs can be applied on the outer surface of the design plates and the exterior of the revolving cases is made of light-permeable material to show the images or pictures on the design plates effectively.
