PROBLEM TO BE SOLVED: To provide a device and a method for removing foreign matter on a roll surface, which can always stably offer a high-quality resin film. SOLUTION: This device 11 for removing the foreign matter on the roll surface has a transfer roll 14, whose roll surface comes into contact with a forming roll such as a press roll 13, and an adhesive roll 15 whose roll surface comes into contact with the transfer roll 14. The method for removing the foreign matter on the roll surface is characterized as follows; the roll surface of the transfer roll 14 is brought into contact with that of the forming roll such as the press roll 13, so that the foreign matter adhering to the roll surface of the forming roll can be transferred to the roll surface of the transfer roll 14; the roll surface of the adhesive roll 15 is brought into contact with that of the transfer roll 14, so that the foreign matter adhering to the roll surface of the transfer roll 14 can be transferred to the roll surface of the adhesive roll 15; and consequently, the foreign matter adhering to the roll surface of the forming roll is removed.
