PROBLEM TO BE SOLVED: To shorten the time for verification by verifying encoded data and decoded data as occasion demands according to encoding and decoding processing of data. SOLUTION: Data obtained by encoding or decoding all input data, are not collectively verified, but verified from output data 310, which are encoded or decoded by an arithmetic processing part 307, while being compared with expected value data 303 as occasion demands, and input data in the middle of verification are stored in an arithmetic state holding part inside an input data holding part 308. Therefore, since trouble can be controlled without performing processing from the beginning again, the time for verifying the encoded data and the decoded data can be shortened.
