PROBLEM TO BE SOLVED: To reduce the probability of wrong warnings by detecting a form not influenced by a speckle noise as a form of taking a phase difference, in a synthetic-aperture radar. SOLUTION: The synthetic-aperture radar comprises a transmission-reception station which is mounted on a mobile platform, a range compression means which range-compresses a received signal train obtained from the transmission- reception station, a look generation means which generates a plurality of looks from the received signal train compressed by the range compression means, a small-region cut-out means, by which a plurality of small regions are cut out from the looks generated by the look generation means, a phase-difference calculation means, by which the phase difference between the plurality of looks generated by the look generation means is calculated, with reference to regions corresponding to the small regions to be cut out by the small-region cut-out means and a phase-difference using mobile-target detection means, which detects the mobile target of an observation region, on the basis of the output of the phase-difference calculation means.
