PURPOSE: A mass subscriber access system is provided to have an accurate low order signal protection switching timing by providing a cross connection function and a low order signal protection switching function in a single hardware unit. CONSTITUTION: A signal input/protection switching unit(110) receives low order signals divided into two channels from a switch(300), and compares signal states of two channels. The signal input/protection switching unit(110) is switched to a channel in which the signal state is excellent for setting the channel as a working channel. Subscriber interface units(120) receive the low order signal transmitted to the working channel, interface the received low order signal to a subscriber network(400), and transmits the low order signal to the subscriber network(400).
