PROBLEM TO BE SOLVED: To create a pile using a granulated blast furnace slag. SOLUTION: When the pile equipped with prescribed strength and permeability is created in soft ground under a compaction method by using an admixture in which cement, an alkaline irritant such as lime, and water are added to the granulated blast furnace slag, a diagram of a relationship between the density and uniaxial compressive strength of the admixture in which alkaline- irritant loading is made constant, a diagram of a relationship between the density and permeability coefficient of the admixture, and a diagram of a relationship between the density and pressing force of the admixture are utilized. When only the strength of the pile is set to be at a prescribed level, the first and third diagrams are utilized.
