PROBLEM TO BE SOLVED: To obtain a high-density woven fabric having softness and a puff feeling. SOLUTION: A woven fabric obtained by subjecting a polyester-based synthetic fiber having >=20% shrinkage in hot water and >=0.36 g/dtex maximum thermal stress and staple fiber to mixed weaving is, after the weaving, relaxed with hot water at >=60 deg.C to make air permeability <=3 cm<3> /cm<2> /sec.
