An electronic document format control apparatus preventing falsification of an electronic document format to cheat a document receiver(user).A format issuing organization(20)uses a signature calculation unit(211)to add a digital signature to format data of an electronic document and transmits the electronic document to a format authentication organization(10).The format authentication organization(10)creates an attribute certificate and returns it to the format issuing organization(20).The format issuing organization(20)registers the format−related data in a format database(215).A client terminal(30)receives the format data from the format issuing organization(20),inputs data,and writes a digital signature.A user who has received the electronic document verifies the digital signatures of the document creator and the format issuing organization,checks the attribute certificate of the format authentication organization(10),and makes inquiries to the format authentication organization(10).
