PURPOSE: A locking apparatus of a steering shaft for a vehicle is provided to prevent operation, and to lock the steering shaft by restricting rotation of the steering shaft of a steering column without breaking with mounting a torque limiter in the steering shaft. CONSTITUTION: A locking device of a steering shaft is composed of a second steering shaft(21) connected to a first steering shaft through a universal joint in a steering column(20); a tilting unit installed in the steering column to adjust the fixing angle of the first steering angle; a locking unit formed in the steering column to restrict rotation of the second steering shaft for preventing theft; and a key box connected to the locking unit. The locking unit has a sleeve(22) having a sleeve groove, a locking bar(30) having a locking key(31), and a torque limiter(10) including corrugation between the second steering shaft and the sleeve.
