PROBLEM TO BE SOLVED: To suppress propagation of error between frames at encoding of a video signal. SOLUTION: The video encoding system comprises a block formation device 11 in which the input of video signal for a single screen is divided into macro block units to which prescribed numbers are sequentially allocated, and the macro block, K (rows)×L (columns), which occupies the single screen is assumed as a single macro block group, so that the video signal for the single screen is processed by the macro block group unit, and a high efficiency encoder 12 in which, based on the macro block group unit, the in-frame coding or the inter-frame prediction coding is performed with the video signal of the macro block unit, to provide encoded data. The macro block group is a range of error propagation between the macro blocks within the group.
