摘要 <p>PROBLEM TO BE SOLVED: To provide a moving image encoding device which decreases an increase in predictive errors and simultaneously realizes high-speed encoding. SOLUTION: A statistical amount of reference images is calculated in each macro-block before movement search, and a movement search parameter is determined corresponding to the statistical amount. Thus, it becomes possible to decrease effectively an increase in predictive errors and simultaneously effectively decrease a movement search process amount. At this time, taking into consideration a process time of each movement search parameter, the movement search parameter is determined so that a movement search process can be completed within a target time. Thus, encoding can be completed in real time. Further, at this time, the movement search parameter is determined so that a remaining time of a movement search is calculated by acquiring a time spent for the movement search within a frame, and the movement search process can be completed within the remaining time. This can reliably cause to complete the encoding in real time.</p>
