PROBLEM TO BE SOLVED: To provide a power-generating plant verification system capable of easily simulating and testing the operating state of a main engine (a gas turbine, a steam turbine). SOLUTION: This power-generating plant verification system verifies the operating state of a combined cycle power generating plant having a gas turbine, an exhaust heat recovery boiler for recovering exhaust heat from the gas turbine, and a steam turbine operated by the heat recovered by the exhaust heat recovery boiler. The system comprises a controller for controlling the gas turbine, exhaust heat recovery boiler, and steam turbine, a simulator connected to an auxiliary equipment and simulating the operating state of the gas turbine, exhaust heat recovery boiler, and steam turbine, and an instruction part for giving instructions for simulation operation to the simulator.
