PROBLEM TO BE SOLVED: To solve problems of a long construction period, a large burden of construction costs, and ground subsidence of reclaimed land after completion of reclamation, by using sand pumps, hopper barges, and crane barges, according to a method for reclaiming the sea above sea level, when an ocean island or land is developed by reclaiming areas adjacent to the seashore, the problems being raised because bottom-hopper barges are available only in an area deep enough for the barges to cruise. SOLUTION: According to the reclaiming method, an outer peripheral wall 21 having a height H which is equal to the sum of an altitude (d+h) of a sea area to be reclaimed from a sea bottom, and a cruising available depth f of each bottom-hopper barge 1, is constructed so as to enclose the sea area 24 to be reclaimed, to thereby form an ocean lake 22 with a high water level. Then, the bottom-hoper barges 1 are alternately elevated and lowered to enter an outer sea level 23 side and the high-level ocean lake 22 side in parallel with each other by using a double row dock 2, and a portion of the high-level ocean lake 22 below sea level is reclaimed up to a scheduled reclamation depth f, followed by discharging the sea water, to thereby develop the ocean island 26. The depth of the sea area to be reclaimed is always measured to prepare a sea bottom depth map, and the bottom hoppers 1 each having a GPS mounted thereon are correctly guided to the area to be reclaimed.
