PROBLEM TO BE SOLVED: To provide a low-cost and an electromagnetic wave absorber of wide application range, which reduces the electromagnetic radiation noise in an optional frequency band. SOLUTION: A resonance circuit is made of a conductive material on the surface of an insulative base, and a part of the resonance circuit is connected to ground or a power source. The resonance circuits are laminated as a multilayed structure. The resonance frequency of the multiplayer resonance circuit is changed, and a part of the resonance circuit is composed of a lumped circuit and includes a resistance component. The resonance circuit is made into a configuration having the resistance which is not connected to the ground or the power source, etc.
