PROBLEM TO BE SOLVED: To provide a transmission-type radio wave absorbing apparatus and a radio wave reflecting method, which can be easily manufactured, while avoiding reflection of the radio waves to the incident side. SOLUTION: The transmission-type radio wave absorbing apparatus is composed of a transmission type radio wave absorber 1, comprising a dielectric layer 10 and an impedance layer 20 so as to meet the conditions d=λ0 /(4(εr )<1/2> ), Zs =Z0 /(εr -Z0 /Z3 ), where (d) is the thickness of the dielectric layer 10,εr is the relative dielectric constant, Zs is the impedance of the impedance layer 2,λ0 is the wavelength of the radio wave, Z0 is the intrinsic impedance of a region on the incident side, and Z3 is the intrinsic impedance at the transmitted side. Or, the transmission type radio absorbers or dielectric layers are laminated multiply to form a transmission-type radio wave absorbing apparatus.
