PROBLEM TO BE SOLVED: To bring about snow melting and freeze proofing for a road not only with rapidity by virtue of excellent heat conduction but also with reliability in an energy-saving manner. SOLUTION: An outer cylinder 4, into which a hydraulic fluid 3 is sealed and with which an approximately vacuum space 2 is hermetically sealed, is provided around an outer periphery of an inner tube 1. The inner tube 1 and the outer cylinder 4 are composed of a thermosiphon tube 5 having a double-tube structure, so that latent heat can bring about the snow melting and the freeze proofing. The thermosiphon tube 5 is composed of a copper tube, so as to exert excellent corrosion-proofness even when buried in the road and have congeniality with the hydraulic fluid 3. Additionally, an outer periphery of the copper thermosiphon tube 5 is covered with polyester resin mortar, so as to enable the prevention of deterioration of the mortar.
