PROBLEM TO BE SOLVED: To provide a method of converting an image where there is few drawbacks such as unnatural motions, etc., though it is a simpler method as compared with a conventional method, at system conversion which converts the NTSC system and the PAL system into each other. SOLUTION: An inputted interlaced image is converted at double speed into a progressive image with a progressive converter 102, after conversion of the number of lines with a number-of-lines converter 101. Furthermore, it is converted into a interlaced image with a interlacing converter 104 prior to output after reduction of the number of frames by thinning it in frame units with a frame-number converter 103.
