PROBLEM TO BE SOLVED: To provide a method for manufacturing a board with an insulating film which superposes an insulating film by irradiating a film base plate with an ultraviolet ray while suppressing a temperature rise. SOLUTION: The method for manufacturing the board with the insulating film comprises a step of coating a polymerizable inorganic insulating material 28 on a film board 14. The method further comprises the steps of irradiating an insulating material 28 with an ultraviolet ray from an ultraviolet ray irradiating unit 50, in a state in which the board 14 is closely contacted with a table 32 for supporting a support surface, and then superposing the material 28. A duct 40 is provided in the table 32, and a refrigerant is passed through the duct 40. As a result, a heat of the board 14 is transferred to the refrigerant to suppress a temperature rise of the board 14.
