A lining tube (1) of soft rubber is produced by extrusion molding in such a manner that it is shaped to conform to the friction rate of fluid and is somewhat shorter than one pipeline laying section. After gaskets (20) have been vulcanization−bonded to the opposite ends, it is wrapped in a reinforcing sheet (4) having stuck thereto a relatively hard adhesive sheet with little plasticizer, and the same is drawn into a steel pipe (2). Thereafter, a dish−shaped pig (5) is hauled by a rope (6) passed through the lining tube (1) in advance to spread the tube, squeezing out the air trapped between the steel pipe (2) and the lining tube (1), and pressure−bonding the lining tube (1) to the steel pipe (2) by the adhesive sheet.
