PURPOSE: A damping panel of a hypocaust for arranging wires, and a construction method are provided to prevent vibration by arranging hot water pipes and wires in the damping panel, and to cut down construction cost by reducing working hours. CONSTITUTION: Foreign matters are eliminated from a concrete slab for constructing the hypocaust, and plural damping panels(100) having support parts(10) are arranged in the slab with contacting. The height of a panel part(20) is adjusted by turning an adjusting screw of the support part with a tool, and damping panels are connected to each other by joints. A hot water pipe(300) is installed on the damping panel by a fixing clip(30), and a wire is arranged between the lower part of the panel part and a concrete slab. A cement layer is formed on the damping panel, and a surface layer is formed on the cement layer. Vibration is prevented, and working efficiency is improved by arranging wires and hot water pipes in the damping panel.
