PROBLEM TO BE SOLVED: To obtain an image with little image failure such as exploding or scattering due to uniform resistance without any unevenness by compensating the high resistance at an edge part of a transfer roll. SOLUTION: In the device, the resistance of a conductive primer is made to be more than that of an elastic member when adhering the elastic member and core metal of the transfer roll and the primer is not coated in the vicinity of the edge part of the roll.
