<p>PROBLEM TO BE SOLVED: To prevent formation of an imperfect stream even when a video signal having step out is coded continuously by a coding mode M=3. SOLUTION: This processor is equipped with an M value setting part 31 which changes an M value of a coding mode from 3 to 1 when coding is resumed after stop of coding caused by generation of step out. The value M=3 is an initial set value in an ordinary case and the value M=1 is a value for step out remedy. The value M is a value of period wherein an I picture or a P picture appears in a stream BS to a coding part 5. When the step out is detected, the value M of the coding mode is switched to M=1 and coding is resumed. When the step out is generated continuously and video coding is stopped, production of the imperfect stream BS can be prevented, since coding is performed in the order of input as a characteristic of the M=1 when the video coding is resumed.</p> |
