PROBLEM TO BE SOLVED: To suppress transmission time delay in a system, which conducts protocol conversion between networks equipped with different transmission methods. SOLUTION: The system comprises: a reception unit 31, which receives address information attached at an illumination device and control data that stores in its data area a plurality of control content information of an illumination device specified by the address information; an address setup unit 33, which stores the address information of a connected illumination device; an extraction unit 32, which refers an address information included at received control data and a stored address information to extract control content information from the received control data; a conversion unit 35, which converts the address information to leading position number so that the extracted control content information takes the leading position in the data area; and a transmission unit 36, which stores the extracted control content information and the converted address information in the data area of control data and transmits control data to the illumination device.
