PROBLEM TO BE SOLVED: To remove a volatile organic component by completely hydrolyzing a hydrolytic silane compound with an acrylic or metacrylic group in advance. SOLUTION: A compound of formula 2 is hydrolyzed with water or alcohol aqueous solution to be reacted with a compound of formula 3 followed by the distillation of alcohol for an aqueous solution of silicon compound containing a silanol group of formula 1 (wherein, R<1> is H or a methyl; Y is O; Z is NH-((CH2 )p NH)q -(CH2 )r ; R<2> is an alkyl or aromatic group; (n) is 0 or 1; (p) is 2-6; (q) is 0-2; (r) is 1-6; X<1> is a group of formula 4; X<2> is a glycidyoxy; and R<3> is an alkyl).
