PROBLEM TO BE SOLVED: To simplify a control necessary for judging an abnormality and also shorten the time therefor. SOLUTION: It is checked in a step S701 whether or not a cap is set. Nothing is carried out when the cap is not set. When the cap is set, a time when the cap is previously set and the present time are checked in steps S702 and S703. When a previous capping time is 0, it is so judged that a power supply is turned on for the first time, and a capping passed time is set to be equal to a threshold. When the previous capping time is not 0, the previous capping time is subtracted from the present time to obtain the capping passed time. A reciprocation operation is carried out only when the capping passed time is not smaller than the threshold.
