The sleeve is threaded displaceable onto the cord and the cord end is then hardened e.g. by flame and the cord is then drawn back into the sleeve. The inner diameter of the sleeve widens out towards the cord end. The outer diameter of the sleeve is no more than twice the diameter of the cord so that the cord end fixed through the sleeve can be threaded through the eyelet.
