PROBLEM TO BE SOLVED: To obtain high recognition precision even when characters used in a business form have partiality with respect to a character recognizing device. SOLUTION: This device is equipped with a character statistical information generation part which generates character statistical information of the document, a standard pattern dictionary which contains standard patterns representing features of characters, a character recognition part which recognizes the character of an object character pattern to be recognized by comparing the object character pattern with the standard patterns, a weight generation part which weights the character according to the character statistical information, and a recognition result output part which outputs the result of the character recognition. This device obtains the recognition result according to the results of comparison between features of the character pattern to be recognized and the standard patterns and the weight generated by the weight generation part and outputs the recognition result.
