PROBLEM TO BE SOLVED: To provide an optical fiber bobbin capable of preventing loosening in winding of an optical fiber and suppressing an increase of loss, and to provide a method for winding an optical fiber. SOLUTION: The optical fiber bobbin 1 has a body 11, flanges 12a and 12b and a cushion layer 13. The body 11 comprises a metal or plastic and has a column shape, the outside diameter of the body 11 is, e.g. 280 mmϕand the flanges 12a, 12b are disposed at both ends of the body 11. The cushion layer 13 is disposed on the peripheral surface of the body 11 and preferably comprises a foamed material, vinyl chloride or paper. An optical fiber 2 is wound around the cushion layer 13. The winding tension of the optical fiber 2 on the lower side 21 and that on the upper side 22 are different from each other. In particular, it is desirable that the winding tension on the lower side 21 is less than that on the upper side 22.
