PURPOSE: A method and an apparatus for measuring a buried type broad band complex dielectric constant are provided to convert a dielectric constant of a measured medium by contact with a sample without a damage of the sample and convert simultaneously dielectric constants and conductivity of each point by the dielectric constant of medium to be tested. CONSTITUTION: A cable(20) is connected between a dielectric sensor(10) and a network analyzer(50). The dielectric sensor(10) and the cable(20) are inserted into a PVC pipe(30). The pipe(30) is used for fixing the dielectric sensor(10) and the cable(20). In addition, the pipe(30) is used for protecting the dielectric sensor(10) and the cable(20) from subterranean water and underground soil. A cable holder(40) is used for preventing vibration of the cable and an extending phenomenon of the cable(20) due to gravity. The network analyzer(50) is used for transferring electromagnetic waves of a specific frequency band to the dielectric sensor(10) through the cable(20) and calculating a reflective coefficient from a reflective wave of the dielectric sensor(10). A computer(60) converts the reflective coefficient to a dielectric constant, displays the converted value, and manages a database including characteristic values of the cable(20).
